At 1 a.m.Wednesday, all of Mendocino County's precincts had reported and all the vote by mail and polling place votes had been tallied. Estimates weren't yet available about the number that had yet to be counted, according to Mendocino County Registrar of Voters Sue Ranochak but she said the leftovers all fit in four tubs.

That number is what are counted as "provisional" ballots and includes mail ballots that were dropped off on election day, mail ballots that were delivered Tuesday or ballots that were in some way damaged or questionable and needed to be checked. The overall turnout appears to be around 28 percent.

Ranochak's office has 28 days to finalize the count and certify the results, but Ranochak's staff rarely takes the full time span to do so and Ranochak says on Wednesday she will know exactly how many leftover ballots she has. County elections workers use the time to count provisional ballots.

In the District 2 congressional race, 404 (55 percent) of the district's 732 precincts were partially or fully counted by press time.
